Reading the table. Reported water is the best available figure (reported use, then reported diversion) summed over the rights that filed for that year after screening; the tier mix column shows how much of it came from use reports. Face value is a paper ceiling for exercisable rights, whether or not they filed. Hydropower and most environmental use is pass-through and is never added to a consumptive total.
