How a right is dated. eWRIMS records a priority date on fewer than one right in twenty (3,369 of 69,910). For the rest, the ladder uses the earliest date the record offers: the point-of-diversion priority date, the application acceptance date, the application received date, or the year diversion commenced. The share of rights placed by a true priority date is shown for every watershed. Riparian claims and pre-1914 claims are recorded through statements of diversion and use and appear here under that type; a statement’s priority is a claim, not a Board determination.

Face value. Exercisable face value counts permits, licenses, certificates, registrations, and claimed statements that are not cancelled, revoked, rejected, closed, inactive, or pending. State filings carry placeholder face value and are excluded. Reported water is the sum of each right’s 2015 to 2024 average best available figure (reported use or reported diversion).
