Screening rule. A report is set aside when it exceeds twice the right’s own recorded maximum, reads as gallons entered as acre-feet, is implausible with no recorded maximum, or is an outlier against the right’s own history; nothing is corrected, and the set-aside share of face value is stated for every year. Reported use. eWRIMS carries no evapotranspiration-based consumptive use. “Reported use” is the amount the holder reports as beneficially used, the nearest figure in the record to water consumed; 78% of filers that reported both figures in 2023 reported use equal to diversion. Watershed and statewide totals count water more than once as it is re-diverted downstream, so compare watersheds to each other and to their own face value, not to runoff.
